My daughter, now 17 had low muscle tone,clumsiness, receptive language but no expressive language. Her was due to hypotonia, falls in the CP catagory. As with any exceptionality, there is a range of disability. Hers was not severe, although she also drooled - therapist liked to call it oral motor overflow. Hows that for making things complicated. She is still a bit clumsy but does have expressive language - she speaks. It took a number of years of speech therapy. We all also learned to sign so as to lessen her frustration over not being able to speak. Remember speech is possible through the muscle tone in the lips, tongue, cheeks etc. I would look for another PEDIATRIC neurologist to do another exam. This might be available to you for free through your school district's early child find program, meant to provide services as early as possible. All tied into the Individuals with Disabilities Education Act(IDEA). Good luck.
