My background is special education. Sorry to hear that your school district is not being helpful and that the doctors you have consulted don't seem to understand your son. Don't give up. There are intelligent people in the school systems whose main concern is the education of your child. Go up the chain of command until you get someone's attention. Seek the help of a neurologist in determining your son's ADD or the lack thereof. All the best!
