Yes, my sister developed it on her shins 2 years ago. they've blistered, bubbled, healed (with some scarring) and re-opened again - I know sounds pleasant. She has gone to numberous doctors who can't seem to explain it but have given it the term "a type of eczema". she's tried steroids, shots of all kinds, creams... Nothing seems to make it go away. and yes stres is a factor. Good luck...
