I feel sorry for you and your daughter. Tell her not to give up. This website is full of herniated disk success stories. Sometimes the stress of surgery can cause problems with the surrounding disks. Maybe this is her problem. Has she had a post-op MRI? If not, she should insist on one to find out what the problem is. I had surgery on C5/6 and 6/7 three weeks ago. Still have pain - but is to be expected for a little longer. I recently visited a physician's assistant who had same surgery. Said she is OK now. I certainly understand the depression that comes with this. Good luck to you both - and insist on further investigation - maybe with another doctor. Have you thought that maybe this guy messed up (maybe left a bone spur pressing on nerve) and does not want that known? It happens.
