Snipping the planar fascii tendon is the correct surgery for a heel spur. It does not stay cut, it regrows by itself. I've had the heel spur surgery done. It's the same thing that is done for tennis elbow and any other type of spur. My son had atrophy of the thigh muscle due to a rare hip disease. They did the same thing-clipped the muscle. In his case, because it involved the leg, they casted him until the muscle had adequately reattached itself (several weeks). It corrected the problem. The heel spur surgery doesn't leave the tendon dangling or unattached permanently. It grows back, but longer so that the pain caused by the shorter tendon is no longer there.
