I have the same problem! I have been to 2 ENT's and they both contradicted each other. One said it was TMJ, so I wore a mouth piece, 24/7 for 6 months....It didn't help a bit! The other wanted me to go through allergy testings (but my insurance wouldn't pay for it, $700.00 or more). I DO know that molds in the spring and fall really irritate my ears. Every morning I feel as if there's an ocean in my ears and I hear ringing noises off and on. I also have popping in my ears. I tried to get to another ENT, but he was "out of town". (I have also lost some hearing). The dizziness is pretty much gone, I use to bounce off the walls I was so dizzy. I just make sure I move my head slowly. So, now, I am learning to live with this "fluid in my ears" they say I don't have!
