Febrile Seizure Treatments

Hello, My name is Jamie Faulkner and I am stationed in Germany. My 3 year old daughter had a febrile convulsion. She was admitted to a German hospital, treated, had no bacterial infections, didn't repeat her seizures, and was released. The doctor gave us orders that if she has a fever, try to reduce it with Tylenol. If she seizes again, lay her down, and it should stop. If it does not within 3-5 minutes, he gave us a tube of rectal diazepam (5mg) to administer. We are then to call the ambulance and go to the hospital if that does not stop the seizure. If she seizes again and it stops on it's own we are to seek medical care during the day. If we give diazepam we are then to take her to the hospital. My problem is the Army has refused to allow the diazepam to be administered. They claim it isn't what they would do so they won't follow the German doctors orders. None of the Army doctors were present for the original seizure or are Sarah's primary care doctor. I am looking for others experiences that have used diazepam to stop a seizure once it started. Note, I am not talking about prophylactically giving diazepam. I am also seeking any references to legal help that might help me with getting the Army to administer the medication that was prescribed for my child.
