Possible birth injury to c2, c3 in facial presentation

My grand daughter is 6.5 months old. She was born face first and cried for 4 hours after her birth. For months the doctors told my daughter she had colic, then when my husband, a retired veterinarian, went to visit, he took one look at her and said she had neurological problems. He discovered while there that you could hold her in one position and she wouldn't cry. He spent hours with her like this and gave her a lot of relief. However the doctors keep looking for something other than injury to the spine. They have ruled out lysosomal diseases and all other tests have come back normal. But this child is in terrible pain and is far behind in her development. My husband has written a hypothesis based on her history and obvious symptoms. Can someone please tell us where to go. We need a good doctor who is not mindset. This infant has good days and bad days which indicate that something is pinched or out of place. She will only nurse in one direction, laying down, not being held. They live in Mesa, AZ, and need help. My daughter especially needs a support group. I can email or fax my husband's theory and the tests that have been done on the baby, all negative. My husband read the MRI done on her and saw what he thinks is a narrowing of the spinal cord in the c2-c3 region, but the radiologist said everything was normal. It can't be. Please someone help. We're desperate!
