schizophernic brother in law

I am the wife of a man whose brother was clinically diagnosised with this mental health problem somewhere in his teen years. He is now in his sixties. He has been living alone in his mother's house, for about 3 years now. His mother (late 90's) suffered two strokes and is now living with her daughter far away from him. We live in a small one bedroom apartment, of which is all we can afford. He doesn't keep his dwelling clean and he avoids anything that looks like work. He constantly overeats and is grossly over weight. He is on medication. My husband (his brother) takes him once a week to shop for groceries, he barely has enough money and I have supplemented his groceries with food from the food bank at our chuch. He has a small check from social security. His mother has a large estate but since my sister in law took over her charge, she has denied him any financial support from his mother. My husband is 65 and continues to work. It is very hard for both of us to care for him. It would be much easier if he had someone to come in and help keep his home, at least once a week, but this costs money. My questions are: What kind of community support is there for someone like this? What financial obligations still exsist for him by the mother? Please reply, I really need help.
