Your father can explore options with a good neurologist. The usual treatment is wtih a shunt, similar to the treatment for a child. while it is degenerative, if the shunt is in place, he should regain some of his coordination and thought processes. My uncle responded very well to a shunt. when he became confused we new that the shunt was not working well. The thing to remember is that if the brain tissue is severly damaged, he will regain fewer skills after a shunt. that is why an early diagnosis and intervention is important.
