Hello, my mother had this. Get your mother to a qualified opthalmologist. There is a surgery they can do, that takes the stretched tendons out,and was very succesful for her. It is not a bad surgery. I believe it's called a blephamide. She will see good after, and there is not a lot of pain involvd.The best of luck to you. Louise.
