Scott, have they actually tested your testosterone level? My husband's testosterone is low, even though he is younger than most men with this condition. Also, you have to ask if there is anything else that might cause this - problems in marriage/relationships, job stress, etc. Sometimes the cure doesn't have any pharmacological basis. If you feel this area is fine, you should try yohimbe and niacin. These both help with blood flow, and seem to be pretty effective ;-) You should also see a urologist to eliminate the possibility of structural problems, such as varicose veins leading to the groin area.
